Can "RAW" Be Converted to "NTFS" without Formatting

I replaced the power supply in my PC Windows XP and add a new WD 250 GB HD as my master r(C). However, now the drive E becomes black and displayed as RAW file system under properties. I open up the Disk Management and both my drive C and drive E can be recognized. So my question is how can I convert the RAW file system to NTFS without formatting and any data loss? I have not found any reliable software, so I need some help.
